FMCSA Grants Exemption Request for Livestock Carriers

On Monday the Federal Motor Carrier Safety Administration issued a limited, 90-day waiver from the 30-minute rest break provision of federal hours of service regulations on the transportation of livestock.

In June, Farm Bureau and other livestock groups requested the waiver, in advance of a final rule scheduled to take effect July 1 requiring a 30-minute rest for commercial vehicle drivers. Farm Bureau and others expressed concerns about the risks to the health of animals from rising temperatures inside livestock trucks during drivers’ mandatory 30-minute breaks, especially in light of long-range weather forecasts for above-normal temperatures for July, August and September.
